The president does not have the power to do this. He can sign a bill if congress passes it and he can 'pressure' members to see his way if he see's a bill that he likes and the bill is teetering. Most of what politicians say on the campaign trail is B.S. I'm afraid. They should be made to sign a promise and if it's not delivered in 2 years then they out they go.
